GGL Annual Report 2025: Record Revenues Despite Stricter Regulation

The Joint Gambling Authority of the Federal States releases its figures for 2025 , the legal market is growing rapidly, while the black market is shrinking more slowly than hoped.
The German gambling authority, GGL, just dropped its 2025 annual report. Surprisingly good news for German online gambling here: The legal market absolutely shot up, 18% growth! We're talking €3.2 billion in gross gaming revenue. That makes regulated Germany the fastest-growing European market of its kind. The GGL's even calling it a "turning point", finally, solid proof the 2021 State Treaty on Gambling actually worked.
Drilling down, virtual slots rule with a 67% chunk of all revenue. Online sports betting? 24%. Online poker, 7%. Virtual table games, a tiny 2%. Who's on top for slots? JackpotPiraten (Gauselmann Group), OnlineCasino DE, bwin Casino (Entain), and LeoVegas DE. These four grab about 45% of the regulated German slots market. Tipico Games and Merkur Slots definitely trail far behind, at 5th and 6th place respectively.
But let's be real: the black market isn't exactly vanishing overnight. The GGL reckons roughly 25% of all wagers still go to unlicensed sites. That number's causing a lot of political chatter. Last year it was 32%, so yeah, it's down. But it's slow progress. The GGL points to two main culprits: the strict LUGAS and OASIS rules, which admittedly push some "high-stake players" elsewhere, and truthfully, a lack of tough action against illegal providers chilling in other EU countries.
Player protection? Good news there. The OASIS blocks? Way up. From 297,000 at the end of 2024 to 362,000 by late 2025. That's a 22% bump. LUGAS limit locks, those players hitting the €1,000 monthly cap across all sites, also climbed to an average of 24,500 monthly. The GGL sees both as positives: more blocks mean a better protection system, plain and simple. Not more addiction.
For players, this means choice. Licensed, secure casinos? More of them every day. And competition? That means better bonus offers and fairer deals for you. Back in 2022, only about 30 GGL-licensed providers were playing in this sandbox. Now, heading into 2026, we're at 58! Many see it as THE big reason for those unusually high house edges in German slots. RTPs stick between 95.5% and 96.7% max, while most of the EU gets 96.5–98%. It’s a kicker.
Politically, this report is pure ammo for the upcoming State Treaty on Gambling reform. Bavaria, North Rhine-Westphalia, and Hesse? They want a bit more wiggle room, especially on LUGAS limits and advertising. They figure it’ll help shrink the black market faster. Berlin, Bremen, and Hamburg, though? They’re pushing for stricter stuff, like dropping that monthly limit to €500. Expect a political showdown, maybe a deal in late 2026. Until then, everything stays put.
